2.0.0.100 does not save bitrate

When converting mp4 video to xvid (AVI), in quality advisor,
the number put in video bitrate, it changes every time I go out and come back.
1200 to 1000, then 1000 to 800.
When converting it the video is of low quality.
Is this a bug?
2.0.0.88 work well.
