Slow encoding

I'm having an issue with encoding speed. I have a Ryzen 1700X which usually encodes at a rate of at least 120 fps. Using the newest version and trying older versions of convertxtovideo and after updating to the windows 10 64 bit I am getting around 60 fps. The crazy thing is if I open task manager without doing anything else while encoding it goes back up to 120 fps. As soon as I close task manager it goes back down to 60 fps. I have checked everything I can think of. Setting priority and turning off throttling has no effect. I'm sure its a setting somewhere that is doing this just don't know what else to try. Any help would be greatly appreciated.
