Good : original file with ALL players
Bad : CXtoDVD preview + after conversion with ALL players
Correct?

Yes sir.but vlc media player all time show wrong

Could you please try with other video with tamil sub? (other subs)

We finally spotted the issue and you were right we need the Tamil language decoder page to display this correctly.
I've added the bug:
