Hello,

Is the program able to author without reencoding video extracted from a DVD in MPEG format?

Video in DVD is in .vob files, each have 0.99Gb. So any movie is in several pieces.
How do you suppose authoring without re-encoding? Just copy/paste?

MPEG-2 for DVD is compliant with the Blu-Ray structure. VOB is a container format, but the actual codec used is still MPEG-2.

The disc structure must comply with the Blu-Ray spec, but the video itself just needs to be re-wrapped to *.M2TS.

Yes, it is compliant. But it is split.
DVD video has different frames, some are needed for keeping sync etc.
You can't just copy paste together those split files. You need to create needed frames and sync data. That forces re-encoding.

Maybe just burn them as data, no authoring or menu's. Then again you may as well just put them on a good quality memory stick Tell Subway. The other way would be to add padding either side and top and bottom of the original so they became like a "postage stamp" image within a 1920 x 1080 frame. Many editors can do that.
