Conversion to MPEG2 file for authoring DVD-Video - problem

Hello
Is it possible to convert video files to MPEG2 format for DVD-Video authoring?
I need a file with MPG extension.
I try different settings and unfortunately I have no success.
I choose the Mpeg2-TS profile, kontener PS.
I need files of very good quality. I used 2 pass.
I want to have MPG2 file (720x576, 16/9, bitrate minimun 6000kbps, audio AC3 192kbps).
How to do it?

I am not interested in converting to VOB files (DVD-Video structure, VIDEO_TS and AUDIO_TS folders).
This conversion works correctly (I can choose DVD5 or DVD9).

Please help me.

vob files are mpg2 files, just a bit more strict rules on them. You can change .vob to .mpg and they will play just fine.

I know, VOB is OK,
but problem is for long movies, when I have: VOB1, VOB2, VOB3 ...(each 1GB)
likes to jerk when connecting, sticking together.

Then I use demux VOB files to get audio and video files.

They will be fine when connected with proper program that finds correct keyframes when connecting them. Just copying them together will make problems.
