Real bully here is Microsoft, they forced changes to OS code that prevents applications from working in XP and Win10. There is no exact amount on how much can be put on one DVD.
Some movies take much less bits and still produce very good quality while some use huge amount. Total playing time and best quality is still an estimate.
Only one who can say about quality being good is you, check converted result.

Original BR and DVD discs are copy protected.
You can't convert them without removing copy protection.
Removing it is prohibited in EU so it requires separate software.

Converting to DVD is slow process.
The specifications of your source files; screen size, amount of audio channels etc, can make a huge difference on conversion speed.
You are getting actually quite good results using a laptop!

That explains it.
Easiest way to solve is to rename ISO after creation. Most likely on burned disc might still be wrong one but hey.. things happen!

I tried a few times, can NOT reproduce the way you describe. But - I took video and copied it, named Video1 Video2 Video 1 Video 2 Converted each one starting from top. First two convert ok, create matching ISO. 3rd and 4th convert ok, no errors but no ISO file created. I suspect that cause is the s...

Most likely this is encoder issue, some release groups are modifying encoders slightly.
In most cases files encoded that way play fine on computer but do not convert. Usually those files have problems playing over network too.
This issue is fixed when info about those encoding details are updated.

In short: VSO uses encoding that produces best picture with minimal space usage.
Forget about bitrates and check encoded result - is there quality loss?

Resolution of video has nothing to with drive, drive just burns / loads a file and system plays it.
So any BR burner can burn UHD files.

What are you using to play? Windows does not have DVD player as default anymore. If you try to play it on computer then you need software that supports playing DVD. Yes, it is odd. Only two reasons for that kind of delay that come to my mind: (applies to any program) 1 - Program has left traces of itself in memory and starting it again needs to clear those first, taking more time than after cold boot. 2 - temp space is filling up and that slows system. Nothing wrong.
DVD must have Audio_TS and Video_TS folders to be standard. Video files are inside Video_TS where player can find them.
If you make DVD audio-only disc then all files are in Audio_TS and nothing inside Video_TS.
