Before you go any further: bigger bitrate does NOT equal better quality.
There are many other factors involved.
Sure, there are programs that always fill DVD, they simply pad the file.

If the cause of this problem is BR+ or AACS protection then it will only prevent BR discs from being accessed.
DVD or any other format, even older BR discs are not affected at all.

If your system is obeying all rules with BR discs and you try to watch a BR movie on your system then system has to lock the chain from BR drive to display via gfx controller. If conversion is not finished properly for some reason, then there will not be those files.

Usual causes for that type of error are fixed by VSO Clean and reinstall.

Go to Control Panel - Clock Language and Region - Region and Language - Additional settings to check what you have there.
