revoke function to move licence to different pc

Trying to move licence to a different pc, but the "revoke" function does not work at the moment.
After input word revoke and hit enter on the pc that is having the licence removed, nothing happens, the licence input screen goes blank, and the licence is still registered on that pc.
Is the licence system "off line"?
