Fixed aspect ratio with custom output resolution

I'm a new user and apologize if this is a repeated topic...
I need to convert various video files to .mp4 with a fixed resolution of 1280 x 480. I want to preserve the aspect ratio of the original video, with letterboxing / black bands above and below or left and right as appropriate. What custom output settings should I use to do that?
