Ive seen under "Settings" "Burning" it has the 16x option although...
after you have converted it only gives you up to 8x, can someone explain why and how i can achieve the best quality DVD's

Your burner's firmware doesn't recognize the 16X ability of the disc, and even if there was updated firmware your burner might not have that capability.
But more important, burning at the highest capable speed of either your burner or the disc is generally guaranteed to provide a lower quality output than burning at a lower speed, so don't even bother trying. The general rule of thumb is to burn no more than half the rated speed of the disc, and most people use no more than 4x. That will generally result in a burn that has the least chance of containing errors.
